Everett approved its first project labor agreement with union groups on Wednesday for the Port Gardner Storage Facility— a project designed to store excess rainwater during storms and reduce sewer overflows.

The agreement sets a goal for apprentices to complete 15 percent of the work and gives local hires from Snohomish County priority, and the city will use a similar agreement for the Reservoir 3 Replacement Project set to start in 2026.
